When I'm trying to start up my toolbox utilities , Solidworks goes in "not responding" mode. Toolbox library works properly.
Is there any solution for this problem? Reinstalling SW didn't help.

We have the same issue. It just happened this morning. Task Manager show SW slowly eating all the machines RAM, it was up to 26GB and increasing before I forced it to close. When I loaded DW without the toolbox utility add-in the program opened fine.
SW2017 SP2.0 seems to have induced more bugs than it fixed.
Try uninstalling/re-installing SW2017 SP1.0.
Nothing has changed after uninstalling-reinstalling SW2017 SP1.0.. I tried same with SP2.0 and got same result - SW still goes to "not responding" status after add-ins activation..
Might be best to call your VAR and see if they are aware of this as a new common problem? Was SolidWorks working fine previously or was this the first time you've ever installed it?

I'm on SW2016 SP3 and glad I've never gone any higher, there seems to have been quite a few different issues.........

Good thing you stopped at SP3.0 because SP5.0 is as riddled with bugs as a crack ho's bed.
I am having the exact same issue as you. I tried uninstalling and reinstalling SW, updating drivers, checking antivirus settings and updating my computer. Nothing helped. I am also having an issue with my mates moving very slowly into place, at first I thought it was an issue with a large assembly but I get the same result on assemblies of 2 parts. I reached out to my VAR on Friday and they were submitting my log files to SW Corporate.

You have to go to directory C:\Users\ "user name" \AppData\Roaming\SolidWorks\SOLIDWORKS 2017\toolbox\data
and delete tb_default.sldedb file. I have restarted SW and problem with toolbox utilities just gone.
