Have you checked the language settings under Users within the admin tool? Right click on Users and select settings>language, then make sure it's set to English.
Also, might not make a difference, but I select my client view via the start menu.
This gives me a different file name to yours (noticed a space in mine). What folder location is this file in
Probably clutching at straws here as I can't think of anything else that it could be.
Noting that this can be controlled by groups as well. Often a better idea.

My concern is that I have installed PDM Std on a different system (Windows Server 2012R2 with SQL 2014 on ESXi 6.5) and don't understand how my workstation would/should choose a language that was defined on another system. What happens then when you have multiple PDM servers with multiple languages?
