For each of your standards you will need to export a TB spreadsheet. Read the Toolbox Help on how to do this. From there you can use Excel functions, such as VOOKUP, to find the customer part number in their spreadsheet and add those values to the TB spreadsheet. Then you import that spreadsheet back into TB and TB will now have the customer part number associated with the parts.
I do not see how you can ignore the length of the fastener since length is a very distinctive component of each fastener.

Customer remote number does not include the thread length. For eg, when they create remoter number for M4 screw of length 8mm, description reads as ISO 4762 M4 X 8
Nowhere the thread length is mentioned. But by solidworks default it shows as ISO 4762 M4 X 8 ---8N
I'm just ignoring the thread length and not the fastener length.
