I cannot figure out why this dimension is coming up as linear instead of angular?

The lines are on a second drawing sheet set up as an op sheet and not linked to a model.

I flipped the .5° angle dimension and now cannot dimension to the centerline accurately.

The dims show up as linear and have an angled  extension line... instead of just being an angular dimension.

I had to override the dim to show the .50000° in the image below.
