assembly I am not sure how to mate them so they would grow dynamically?

The only relations I can add are horizontal, vertical and fix when I open the bridge weldment. The tank in the assembly I cannot seem to click on it , it is grayed out. Any ideas on what I might be missing ?

The pipe is a sibling part to the weldment, correct? Then right click and use the 'Select Other' tool to grab the edge or face of the pipe. I also use the filter tool a lot to grab things, especially when they overlap with other things. -

If it is not a sibling, well a basic rule of assemblies is 'You can have relations between parents and children and siblings, but not with your siblings children'. Dirty sounding, but that is a good way to remember the rule. Basically, you can't make any kind of relation between the parts of different sub-assemblies. If that is the case, as Rick says below equations will be your friend. Make formula at the top level of this assembly and use that to dive the diameter of the pipe, and the bridge weldment.
-only draw back is that you will need to have that top level assembly open whenever you are modifying the parts and sub-assemblies.

May help if you take some screen-shots of your screen as you explain this.
Click on the bridge in the Assembly tree and choose the "Edit Part" icon. That will let you edit the component inside the Assembly, and create relations to other components. Edit the sketch you used to create the weldment, linking it to the diameter of the tank with sketch relations.
