In custom properties in a part, how do I have 2 different properties to be the same. so I want to fill in one and the other to read it and populate it the same?
Really not clear what you are trying to accomplish Where do you plan to read the custom property, drawings? BOM?
I think that he wants one custom property to read another custom property.
I think that the best way to do this is with a design table. That way, you can add one value to property1, and then have property2 = to it in the excel table.

we are getting stuck with windchill pdm since we have pro-e also and the SW pdm does not work well with pro-e, so to be able to search in windchill one of our custom properies need to be "title_line_1". We also want “description” to be in the cutsom props and to be the same as "title_line_1". How can I make the “description” read what is in the "title_line_1".

if I understod it right then you have only to add the followinf formula in your properties directly.
$PRP:"Description" as value for your property. This will create a link and the "evaluated value" will be exact
the same from the original - in your case "Description". (You also can do this with configured properties)
