Yes - If you have the frame built/assembled with your front or right plane in the center of the frame, then add a vertical Construction line in one of those planes and then use that line to revolve your pattern..
As John said above, you can do this. I would personally add an axis in the center of your frame and pattern about the axis. You will need to pattern the body of the gusset.
Yes, it's very possible. I created an axis at the intersection of the Front and Right planes, and used that for "Direction 1". Be sure you de-select "Features and Faces" and select "Bodies".

Why did you not use the mirror feature like you did for the other gussets?
I have to use 2 times mirror tool to get the same result. If I use Circular Pattern all in one shot.
What is the purpose of this origin point? Whether show or hide it is invisible.
Make sure when you show it you have the origins turned on to see in your view settings.
