is any body know why I can not snap to model geometry on the drawing even I check "snap to model geometry" at setup.
Me thinks more information may help us. Possibly sharing the model.
You may have started the sketched line (at least I assume it's a line) outside the drawing view that you're trying to snap to. A sketch entity won't snap to geometry if it belongs to another drawing view, or to none. Before starting the sketch, double-click on the drawing view to lock it active. Then try again.

Not sure the blanket statement "you should never need to do this" is appropriate. I can define occasions when I have done so and it has visually aided machinists on complex drawings.
If I was having to dimension 2 entities that are relative to each other,
I would be making an assembly to facilitate this.
This way all connected dimensions will remain linked to the drawing?
Your statement was about sketches not dimensions. Dimensions cannot be parametrically linked to two views.
With regard to presenting sketched entities; as an example that I have done, a construction line that is used to depict a hole pattern that is askew from a normal orientation and difficult for the observer who has not seen the model, could be confused. A construction line created and stretching from one view to another may aid. Of course it should be linked or "real to at least one view.

However I would still crate an assembly that I could add the sketch to in the drawing, thus meaning the sketch will remain relative to any model changes.
when we do the balloon in the explore view, we need snap the model geometry to assign the parts, it works for all others, but one of my drawings does not work, I have talked to my Solidworks Var, there is no answer so far, So I need find out is there any people run into such situation.
By "explore" view, I assume you mean "exploded view"? And it sounds like maybe the exploded view isn't linked to the BOM, but if that was the case I'd think your VAR would have found it quickly. You might check anyway.
Quick question about the balloons. Do they attach to the geometry and have the wrong number? Do they attach but have an asterisk? Or do they just plain not attach to the geometry at all instead just sitting in space?
Another thing to check out is - right click the drawing view and select "Lock View Focus" and then try to select the line, however it's still like the others mentioned here, you can't draw a line from view to view and have it snap into place, not gonna happen with SW..
Perhaps this is an opportunity for an Enhancement Request if the line is selected as construction line.
I do see how this could confuse the heck out of SW though...

I supposed it is not for everyone. But, having the ability might help some.
As I'm thinking about this, and reading your question, are you working in a SolidWorks Drawing, or a Part or Assembly model? When some users are sketching in a Part or Assembly they refer to it as a drawing, which can get confusing. That distinction makes a big difference in the answer.

Ya, there was one this morning that said drawing but meant model so it isn't a given though ti should be.
Another option is you can lock focus on view by right clicking on view before starting sketching in drawing.

When drawing in an assembly your new sketch geometry wont snap to the reference model. If this is the case you need to do this;
Go to External references and tick the box for "Allow Multiple contexts.........".
This should sort it.
There is something else as well, you can change your display style to hidden lines visible. Found that sometimes snapping wont work in Shaded mode.
