I am migrating all my servers from Server 2008 R2 to Server 2016. Can install the licensing server on a 2016 server?
SolidWorks Corp hasn't implemented support for Windows Server 2016 in any of its releases yet. You may run into issues going to that OS for your license server.
That being said, the SolidWorks license service is a very small program and it could likely work just fine. Also, moving the license pool for SolidWorks between one server and another is very quick and allows you to do your own testing of this setup to vet it for use. Here is a migration document that goes through how you would transition this over (SolidNetWork License Administrator Server Migration - GoEngineer) if you need it for your testing.
EDIT: This comment was accurate but is not now. Windows Server 2016 works with SOLIDWORKS 2017 onward.
I'm facing the same issue. I would like to move my Solidnetwork from my old Windows Server 2008 R2 to a new Windows Server 2016.

You can install the 2017 or even the 2018 license manager on your Windows Server 2016 configuration, and it will serve licenses to your workstations using 2016. The server and licenses on it are backwards compatible.
