As title states... I would like to make the model match the scale of the environment, where the tire marks on the floor match the approximate width of the rear tire. Thanks!

If you want to use the actual HDR for the background of your image (and not a Backplate), then always make sure to check this box in the Scenes Tab:
You can then change the Size and Height sliders to adjust the relative size to your model:
You are just going to have to fiddle with both the model and the environment.
As far is I know there is no way to link the 2.
So you can either scale up the background, or zoom out on the model??

you have a couple options ,
you can scale the entire model to the size that you need , this may be the best option if your environment size is already appropriate and rotated to the orientation you want.
you can then locate the model using the object manipulation tools to get the look you are looking for.
the other option is you could scale the environment around your model but I find this can be quite tedious depending on the resolution of your scene.
