Are you talking about DraftSight? If Yes then both things works fine for me. Try restarting your machine OR reinstall DraftSight.
Yes, it is Draftsight. Tried rebooting and re-install same thing happens.
Could be possible that dialog boxes have been set to off.
Type FILEDIA or DISPLAYDIALOGS (case not sensitive) at the command window. And then type Y (case not sensitive). Now check again.
