Is this a bug? if not how can I change this? My modify dimension dialog box always defaults to the equation value not the dimension

What version of Windows are you using?
What version SolidWorks (& Service pack) are you using?
2015 sp 5.0 on a surface pro using win 10
Can you reset SOLIDWORKS registry OR try to reinstall it?
Just select the dimension and change it.
Thanks I know you can do that. It just easier when the dimension selected 1st
Believe I tried a clean install and it did not work. Its just something that I have to live with

This is obviously NOT normal behaviour and whilst it may seem a little trivial issue, there should still be a remedy for it?

Well you might want to try the reset registry method: Resetting the SOLIDWORKS registry
If that doesn't work out then please call your VAR/SOLIDWORKS reseller (from whom you've bought the SOLIDWORKS software) and ask their team to investigate.
Do share the outcome as it might help others with similar issues.

Are you saying that the modify box always highlights the top line and not the bottom (dimension) line?
