I have a sub assembly that is fully defined (photo 1). When I instert this as a fixed flexable part into another assembly it says under defined (photo 2). How do I fix this issue?
Socket Heap Cap screw is unconstrained in your assy, ( - ) sign in the feature tree confirms that.
The subassembly that is fully defined in its own file, is movable in flexible assembly mode while inserted into a NHA? How is that possible?
In order for the assembly to be functionally flexible in the NHA, it must not be fully constrained in the sub-assembly file.
It actually makes sense at the NHA that it is underdefined at the NHA because it hasn't been mated in the NHA.
Someone else help me if I am missing something?
But the flexable assembly is fixed in the higher assembly. If I make it ridged in the higher assembly it becomes fully defined.
Right. This makes sense that it would be under defined when flexible. Perhaps this is why the NHA is under defined- it is looking for the constraints in its own file.
I don't see the benefit or application working properly if the sub-assembly is fully defined. Something needs to be able to move from the sub-assembly to the NHA.

That status if for top level assy and not sub assembly. Delete/constrain/fix this suppressed unconstrained component and status would change.
The suppressed components are fully defined and constrained. When I anchor the second item in the tree and suppress the first item solidworks shows me fully defined.
I had the consentric mate set to lock rotation but it was still free to spin so I had to mate parallel faces.

Now that is real issue if you've two mates with one as concentric and that too locked.
