Surface Import Error

We just upgraded from Solidworks 2015 SP5 to Solidworks 2016 SP5.

Now we are finding in many many files the files that were fine before the upgrade are being flagged as surfaces with errors. however the normal tools for fixing these errors will not let me use them. The import diagnostics windows where you can heal gaps and surfaces is grayed out and unavailable. Any ideas about how to fix them? This is happening with files that were imported using feature works many years ago. Some of them are only surfaces and some of them still have the import and surfaces.

Edited to attach example file.
