The only thing that I can think of is this:
Either it is dimensioning the depth of a hole, and then hidden lines were turned off (which is a Drafting no-no).
OR it was dimensioning a feature that was later deleted and they forgot toe delete it.

Never, that was again a dimension problem but different question. As I do not have enough exposure. I am unable to decide correct or not.

There could be a possibility that dimensions were given using import model items and 5.5 cam along with that from the feature. But looking at this drawing, this is no required.

This is a frequent problem in the YouTube video, better clarification is helpful. What is meant by “import model items”?
That should be "Insert Model Items", not import.

The 5.5 dimension is probably related to the depth of a Hole Wizard hole or other type of hole. Even hough the end result is a through hole, the underlying dimensions of the hole depth is still taken into account.
