This is YouTube video. I couldn’t find SKF folder in my Design Library. Has it have any different name in newer version? I use 2016-2017 student edition.
See if you can locate the SKF folder in the SW Data folder
Yes, I can locate the SKF folder in the SW Data folder.
Even without using the Toolbox, you should be able to use the Part file from this folder.
Is it possible to export it to Design Library?

I don't think the toolbox is included in the Student edition.
The Student Edition is based on SOLIDWORKS Premium, so it DOES have Toolbox:

OK, good to know. There are several posts on this forum that should be cleared up then reporting there are versions that do include it and some that don't.
I am using SW 2015 and in my Toolbox configure tool, it shows up. But because we don't use that style here, I have it turned off. So it doesn't show up in the design library.
Either you aren't using the same SW version as I am (or the person in the YouTube Video) or this is turned off in the configure tool.
Are you using the student version like he is?
No, I am not. I specifically turned the SKF off because I never use it. It was just clutter and in the way for me.
