Which SolidWork does best for athletics footwear development, starting from 2D to 3D, also making a detailed drawing for shoe manufacturing (design to production)
Any (std, pro or premium) might work but it depends on what functionality you are expecting to use. If you will have a need to work with material flexing (shoe soles, body panels, etc) you will likely need some of the functions in premium which are not included in std/pro. Also, if you need to calculate more finite-element items you may need one of the specialty packages such as simulation, etc.
I would suggest contacting the VAR (Value-added reseller) for SW closest to you and asking them for a complete explanation.

SW 2017 Premium. You can flatten surfaces also.
it's also available in SW2016 premium

i have found that solidworks offers " solidworks industrial design". I am a mechanical engineer, i have used solidwork education for 4 years now, which the same as the premium i think, but would " solidworks industrial design" servic me better in terms of athletic shoe development.
Industrial design is a separate package
Surfacing including in the SW software should be enough for your shoe development
