I can't view the dynamic references parent and son, I also checked on the view menu and It's activated, but I can't see it, I'm using Solidworks 2017, there's a specific place where it's installed in the solidworks files, maybe in the update has been missed or in the options menu?
Same thing with me. It works just fine in 2016, but nothing in 2017. It is activated just like you mentioned, but nothing. I went back to 2016 just to check and it works like it should. Then back to 2017, nothing.

If i where you i would try a repair. If that doesn't work contact your VAR. I haven't personally seen any issues with it so i can't offer much more. If you have multiple versions of SW on your computer, maybe you could try a clean install of 2016 & 17 only, my VAR helped me out with that and it cleaned up a lot of little bugs.
Same with mine, it works on 2016, but not on 2017. And yes it is turned on in both. I even turned it off, closed it, turned it back on, and still nothing. I will try a service call.
Updating to 2017 SP2 resolved this issue for me.
I am recently having the same issue. I also just deleted all old versions of SW from my PC and did a clean install of SW 2017 SP2.0 on my system.
you can see here that I have both the parent and child turned on:

And I am on SP 2.0; and I am in Windows 10
So I found another area that can turn it off.
It can be turned on if you right click on the part name;
But not show the parent reference;
Go to -View -User Interface and there is another place to make sure it is turned on.
Now with both turned on it works again!!!

Note that the two options from the right mouse button on the top level icon in the tree are supposed to do the same exact thing as the ones under the View, User Interface menu; if you change it in one location, it should change the other one.
Thanks to your images, I was able to track down what I believe is happening. It looks like you have context toolbars turned off (Tools, Customize, Context toolbar settings, Show in shortcut menu). So, when you right mouse button on the top level part icon, you get just a menu, not a toolbar and a menu. In this case, all of the commands are in menu form instead of in toolbar form. And, in my testing, it looks like "Dynamic Reference Visualization (Parent)" is not properly linked to the same command under View, User Interface and actually does absolutely nothing when you pick it from the menu on the top level part icon; well other than toggle the option in the menu which appears not to be linked to any other behavior in the software at all. Note that "Dynamic Reference Visualization (Child)" from the same menu works fine and is properly linked to the one in View, User Interface. Can you confirm that this is the behavior you are seeing? If so, the workaround for now is to toggle it from the View menu instead of from the context menu.
I have submitted this as SPR# 1036564. If any users in this thread confirm they are seeing this behavior when using context menus (instead of context toolbars), please ask your VAR to attach you to this SPR so that you will be notified when it is fixed (and so it gets more votes and bubbles up in priority).

Are you running with Windows 7 Classic theme? If so, yes this is a bug and has been fixed in 2017 SP2. As a workaround, you could use one of the windows aero themes.

I believe it is a per document setting (i.e. change in your template), except when you turn it on at assembly level.
