When a block or note is added to a drawing and it 'attaches' itself to a drawing view, how can you later detach the item from the view?

A block seems to attach itself to whatever view it crosses as you bring it into the drawing. This is not desired behavior. I would rather be able to attach it to a selected view, or leave it unattached.
