Question, when you are in a sketch, what do you see when you press the "s" key?
S brings up the shortcut toolbar, and I have noticed some users who modify the shortcut toolbar by dragging them from the toolbar that you have pictured. This removes them from the toolbar and adds them to the shortcut toolbar.
Could this have happened in this case?

Trying to reset SW2010 Toolbars to Default
This should work for your installation as well, however, scroll down to the warnings from some of the other users before you try this.
Welcome to the forum. I don't know what happened, but you can right-click on a blank part of the Command Manager and choose "Customize..." from the drop-down. Go to Commands > Sketch and click and drag whichever commands you want onto it.
