Dimension problems while importing to .stl

Hi, I imported a part to .stl file for 3d printing and sent it to a local shop. I made the file in mm. While saving it in .stl format , I made sure that the saving output units are in mm. However, the 3D printer in that shop is showing that the .stl file has units in cm ( for example, for a 10 mm length, it is showing it to be 10cm). What do you think is the problem?

I actually opened this .stl file in microsoft 3d viewer and it prompted me to choose the scale of units( i.e. um, mm, cm, m,etc). Does this mean .stl file does not contain information about units?

Also, is there a way to rotate the xyz axes to orient a part? I actually wanted to flip the part 180 degrees so that -z direction becomes +z direction.

      Thanks!
