The answer is yes Eric.. Unless of course there is something wrong with the imported part which is your case. I tried several ways to fix your part but ended up creating my own from yours. If you select the bottom or top edges you will see, when they highlight that there are issues.
What I did is create a surface extrude using the best geometry I could find to determine the diameter. Then did a split line (for all the cutouts) and deleted the faces. Then thickened to 3mm. Then used the sheet metal feature "Insert Bends". All this was fairly easy to do.
The edge at the large hole is jagged for some reason. don't know if that is desirable. I made it smooth.
