Stop Corner Circles from moving in a sketch when rotating

I am trying to fix a library feature I created for cutting holes into part for carriage bolts. the issue is that if I put a circular relief in each corner of my base sketch, one of the legs moves, changing the arc length of the relief and changes the profile of the cutout. I need to solve this problem because is takes to many features to create the finished product.

I have tried relations and also have tried putting a construction square underneath as a skeleton but even that didn't work. if anyone has any solution to this issue of some stuff I can try would be extremely helpful. this is what it should look like. I drew it at an angle to test a theory.

And this is what happens when the feature is rotated. it wouldn't matter what vertex I used, a leg would shift like this.
