changing a previous dimension with smart dimension fails

I am trying to revise a sheet metal bracket dimension of a bracket and I get an error. The error is "failed to create dimension for selected face or feature"
Why is this error happening when I can overide a given dimension with smart dimension in the final drawing but not in the sketch?
I am trying to edit the vertical dimension of the U shaped bracket it is currently 2 1/2 inches tall and now I want it to be 1 1/2 inches. I tried rolling the sketch back to the part where I made the U shape and change the height with smart dimension but the program will not let me. Any helpful suggestions would be helpful.

p.s. what file types are allowed? I tried to upload a solidworks part and a drawing that isnt allowed? why is that?
