Once answered, you will never see that box again. I had to install on a different computer just to get a screen shot.
The message has so little info to help me make an intelligent choice. I perused the What's New PDF and didn't find a mention of this change to Menu Customization.
What are the consequences of selecting Yes?
What are the consequences of selecting No?
If I select Yes, how/where can I change my selection?
If I select No, how/where can I change my selection?
Dassault programmers, can you please add some intelligent text to message boxes or at least add the Help button with a link to a descriptive page?

If you do a search in the help for Menu Customization, the first topic in the list of results is this one:
2017 SOLIDWORKS Help - Customize Menus
This is the menu customization that the dialog is talking about that will be reset.
This is not a new behavior in SOLIDWORkS 2017, hence why it is not in the what's new. With each release, as new menu items are added to top level and shortcut menus, we may tweak which ones are hidden or shown by default. So the dialog is asking whether you want the new, default menu customization, or if you want to keep any customization you might have made.
If you say no in the dialog, it leaves your current customization alone and just makes all new commands added in the current release visible in the menus. Then, later, if you want the default customization for the release (the equivalent of hitting yes in the dialog), you can use the the Reset to Default buttons in the customize dialog as documented in the help topic above.
If you say yes to the dialog, then it wipes out any menu customization you may have made and gives you the default customization for the current release. The only way to get your old customization back in this case is to load in the customizations if you had saved them out with the the copy settings wizard (as documented in this help topic which also talks about menu customization: 2017 SOLIDWORKS Help - Copy Settings Wizard).
We can certainly look into making the dialog more clear.
