I need to put diameter measurement on a local view. I suppose it should be possible. Could anybody help?

If you show your "Origins" on the view, you can dimension to the diameter. You have to be able to see the origin for it to work though, afterwards you can turn them off (or hide them).
SOLIDWORKS 2016 will allow you to create cropped dimensions by selection one element in the detail view and the second element within the parent view.

I've switched on origins however it is not depicted on a local view. Maybe I can send you a file itself to understand it more?
Alexey, you should be fine ... Sometimes the "Origins" are just a little temperamental and don't like to show up even when they're on. Possibly save the drawing and close SW and reopen and try it out?
I'd like to help with the file itself but only have SW 2016 available and don't want to corrupt your file. I've tagged Deepak Gupta whom I believe has multiple installs (If memory serves) and may be of assistance on the SW 2015 version.

Thanks. I read it. However, I don't have the bottom ATTACH. I have only Mention in dialogue window. Actually, I noticed that before that sometimes Attach is here, sometimes is not. Maybe I am going smth wrong?
You won't see the advanced editor option if replying within the inbox. So open the post in full and then reply, click on advanced editor and then you would see the option to attach files.
Also try doing a force rebuild (ctrl + q) once you set it to show.
