Is there any way to reduce the dimension of the dimension bubble when creating 2D?
Do you mean this bubble? If yes, you might try playing around with the drafting standards in Tools > Options > Document Properties (ISO< ANSI, etc), but I don't know of any other way.
I tried your suggestion, however, changing from one drafting standard to another only changes the orientation on how the dimensions appear on the drawing sheet but it does not reduce or increase the dimension of the bubble itself.
The bubble is standard size based on the text elements of the Dimension. Perhaps you can use other symbols available in Inspection category of the Symbol Library?

What is mean is this kind of bubble. I have a very limited space in my drawing sheet and I want to reduce that bubble a little so whenever I insert a dimension on my drawing I won't have to drag the dimension on the side because the of bubble taking to much space.
If need be you can always make your text smaller. A smaller font size will result in a smaller "Inspection Dimension" profile.
It does make the Inspection Dimension bubble smaller, but reducing the font looks awkward though specially if the drawing is scaled largely.
