When I tried to shell this face following error message is coming. How to fix this problem?
Thanks for uploading the part. The issue lies with your fillets. The R10 fillet is 'curvature continuous' which causes the R5 fillet to blend incorrectly. If you change this to circular it can shell correctly.
It is hard to tell why it is failing based on images alone. Are you able to upload the part?
I tried to recreate the problem using your dimensions provided but it shelled ok for me.
Do the holes go all the way through? If not it may be encountering an issue at the base of these holes. You may need to apply these afterwards.

I think 4mm hole is the problem
Either it should be thru or depth to 9mm (thickness -wall stock)
Since the drawing doesn't mention the depth, I will go for thru hole

Fillet is 2 mm means which fillet? I mean by this fillet of outer structure and rib meeting line.
The base of the ribs and hole bosses appear to have small fillets on them. I would assume this is what it is referring to here.
Is there any command to do all such fillets together instead of doing it one by one?

The fastest way I think would be to select the 8 base faces:
When selecting edges, there is a context filter that comes up to enable faster selection, but none of the options appear to grab the correct edges for you.
