Can not figure out how to save a BLOCK. Will not

Hello all,

I am currently designing some new templates and can not figure out how to work the save function in the title block editor.

PROBLEM 1: Note Not appearing

Note is not appearing in block

when i go into edit block mode note appears

PROBLEM 2: block edits don't appear in all modes

when i edit in block edit mode the change appears in block edit mode

but not in edit sheet format mode or edit sheet mode

PROBLEM 3: which way is the correct way to save a block

Should i save in edit block mode where it saves a block but changes are only seen in edit block mode, not in normal edit sheet mode where it actually needs to be seen

should I double click the field i want edited, make the change then save block in the edit sheet format mode where changes only apply in the edit sheet format mode but not the edit block mode.

I'm just really confused at this point and any help would be appreciated.
