That's just snapping to them.
Me idea is for that to automatically happen in least like the hole command. See you place your first point then you place you second point and be horizontal to your first point. To accomplish this now. you need to click the first point and while holding done the Ctrl key choose the second and make horizontal. My way this wouldn't necessary. Along as that point is in line with horizontal dashed line, it would place the relation automatically. This meant be one for the top 10

I'm one of the few people that use a separate, independent sketch with the Hole Wizard feature. Since my Hole Wizard features are almost always in a rectangular pattern and symmetric on the part or body, I first start a sketch and use the Centerpoint Rectangle tool. Then I exit the sketch, usually after making the rectangle construction lines. Next I activate the Hole Wizard feature and place the points coincident with the rectangle corners. After closing the feature I hide the parent sketch.
This allows me to bypass the inability to place Hole WIzard points on existing points in the same sketch, and has the parent sketch easily accessible in the tree for later edits.
It might work well for you.
