they can't have ALL the same relations - otherwise there would be only one hexagon.
an extrusion feature (cut or boss) can only have a max of 2 directions, but the second direction can only be opposite of the first. so if the hexagon protrusions need to point in different directions, they need to be separate features. you can either use one sketch with the contour select tool in the extrude property manager, or 2 sketches - making whatever needed relations to the first sketch.
use the bottom plane to create a sketch of hexagon and extrude from there

if you want the two hexes to be extruded in different directions, they will need to be separate features.
