pull down menu with the "glasses" symbol will not let me pick anything, why???
Aside: You're running SW 2015 or earlier because you still have the eyeglasses icon pull down menu. 2016 changed it to an eye.
Issue (some conjecture because you haven't told us what file type you've got open) and solution:
You're working on an assembly. It is either large enough to trigger being opened in Large Assembly Mode, or otherwise has been opened in lightweight mode. Therefore, All Types are hidden in the Hide/Show menu. To alter this view setting, go to View > Hide/Show and deselect Hide All Types. Then the items which the file is set to show will show, and your eyeglasses drop down will function as normally interactive.
I'm uncertain that you will find the Hide/Show menu as described, as its location may have changed with versions. Finding it in the view menu will still apply as described above.
Select your parts/asm first, then invoke the show/hide feature.
anna.... i am sorry to say that still did not let me click and turn on the planes etc... any other ideas?

Not without some screenshots so we can see what you are looking at.
for the record it didn't matter if i was in part or assembly mode... the hide/show didn't work.
in this case it was a huge assembly and i was trying to insert new assemblies on same planes.
im not sure why it did it but Tom Gandon answer worked:

I'm curious that it occurred in a Part file, as I didn't think it could be loaded lightweight. Maybe a read-only setting could do that.
FYI, You can customize when and how this happens in the System Options:
Also note the check box Hide all planes, axes,... which you can uncheck if you don't want this view handling to continue.
Or, just click it back on when you need it, now that you know how. I prefer manually enabling it instead of handling more processing as default by leaving them show upon load, but it may depend on your workflow and how often you handle large assemblies.
i found out that a part file that is surfaces can not be light weight but assemblies and solid parts can be turned to lightweight....
how do i get to that menu on SW 15?

my assemblies at moment range from .250mb to 900mb original files outside of assemblies were up to 1.17gb. ugh!!

i have a huge assembly and i tried to change the color of it to a single color for ease of identifying it when doing overlays. in doing so it caused my computer to bog down terribly. it would seem that changing from a lot of random colors to one would make it simpler but it is causing me a lot of down time.
would you know why that would happen?
Sorry, I don't know why that'd happen. Did you alter color by applying Appearances, or creating Display States? At part, assembly, or drawing level? I don't mess with appearances much after part generated and material assigned, as it's destined to be a line drawing anyway.
I don't know why you don't have the gear icon in top bar, but..
You can find any command with search field in the top bar, on the right side. Pull down what it's searching and select Commands. Searching commands for Options will show you the icon, and clicking the glasses icon in search results will move your mouse to its location and highlight it for you.
Options is also located at the bottom of the Tools menu.
