These settings got me this result. The only difference being the position of the leader lines are vertical where your inventor shows horizontal ...
A little fine tuning got me the same as your request. You can select the dimension and set the leaders to "Show leaders radially". I also changed the text to above the dimension line instead of inside as I had it before.

I tried and can't make a dimension show like your top one. How did you do that? When I dimension an arc I activate the Smart Dimension tool, select each end point first, then the arc itself. The result is below.

Can you post a file with that dimension in it.
Here is how I did it. Video / GIF was too big so I have saved screen shots to the pdf file. Basically dimension your sketch to radius and make it less than 180 degree. Go back to drawing and do arc dimension, it will come out just as you want it and then go back to model sketch and make it 180 degree.....surprise your drawing will keep the arc dimension the way you want it.

its not a standard, but a solidworks glitch when sometimes it decided to place arc length dimensions this way. Happens to me pretty often. The way around it for me is to draw an arc on the drawing over the edge I want to dimension and dimension that for the arc length, this will usually get the dimension you want.
