How can we have the line thickness appearance change with zooming in and out, i.e. finer when zooming out?
It does this to you, or you want it to do this?
Have you looked into your image quality settings?
Attached are a document with two pictures, one with overall view and one with zoom in view on the right hand upper corner. As you can see, the line thickness is the same, zoomed out or zoomed in.
I think what you're seeing is the best you'll get. I tried a quick test of something similar (just wasn't able to match your inspection box thickness) and it seemed to be fine. The line thickness does change, it's just very wide on your document.
Zoomed out ... (Notice there is no arrowhead visible yet due to the line thickness being set so high)
Zoomed in ... (The line thickness was not changed but the arrowhead comes back due to the line thickness scaling)

I agree with John (what I get also).
What is the issue this is causing you?
I thought line thickness behaves something similar to line width in AutoCAD, i.e. is seen thicker when zooming in and thinner when zooming out. So, line thickness is seen the same width on the screen regardless of the zoom. What is annoying in this is that when zoomed out, the arrow of the lead is not seen relative the lead line.
