Well, it seems that several years later, this issue still bothers some folks (like me...) I found something that might help others. If the last item I copied into the clipboard (ctrl-c/x) is a file (like a sldprt or possibly even a jpg) then I would get the "OpenClipboard" error when inserting a component. When I copy plain text into the clipboard, the error would not show up.
Hopefully that helps and is an acceptable workaround.
I use Ditto as a clipboard manager and I find that a quick "launch Ditto hotkey and then Enter" will load my top sticky clip (which is plain text) into the clipboard and replace whatever was there.

Make sure you've sufficient space on the hard drive. Also restart system and check again.
