I had this issue, but was able to fix it by switching from a Microsoft account login to a local machine login.
On windows 10, go to Start > Settings > Accounts > Your Email and Accounts and click "Sign in with a Local Account Instead".
I forget if this required a restart after.
Is there anyway around this issue while keeping the Microsoft account login? I need to keep that for other software.
Go to the knowledgebase here and look up SPR# 985739. It's a known issue with Windows 10. There are instructions on how to resolve it.
I recommend trying the .cvs file approach mentiond near the bottom that references KB solution S-045521. It's super easy and works well IMHO.

I have just ran into this same issue when trying to run the View Setup on an employee's personal laptop with Windows 10 Home and a Microsoft login account.
The way I got around it was to enable the in-built Admin account in Windows 10 and run the setup under that, remembering to tick the "install for all users" checkbox. Once setup, switch back to the MS account login and the view was setup and working.
To enable the in-built Admin account you just run an elevated command prompt and run this command:
net user administrator /active:yes
When done, you can disable it again with this command:
net user administrator /active:no
