Is there a time setting somewhere in the Enterprise Admin program? All of our Outlook email notifications seem to be off by 4 hours.

I don't think so.
The time on the emails would be the time on your database server. PDMWE uses UTC time, are you off of UTC time by 4 hours?

PDMWE use UTC Time format that is the universal time.
its always 5:30 hrs less than the local time.
For converting UTC time in LOCAL time u can use sql queries.

Jeff, yes we are off by 4 hours, so it appears to be the UTC time.
