SW does this to me occasionally also. After a couple/few attempts to get it to work, I'll usually just manually draw in a cross-hair by simply drawing lines with centerline font.
You can constrain them to the hole by turning on the temporary axes and snap to midpoint of line to the axis.
Seems to me that the hole is not normal to the view? is it on a draft angle?
First off, Honestly I'm surprised it lets you place a center mark on there at all. I've tried in the past but it never lets me place one, go figure.
Anyhow, we do a lot of that type of thing here and typically when we're on an angle we want to measure the location "Normal To" the surface in question. You can go into the "View Orientation" pull down or toolbar and create a new view that is normal to the surface you want to detail.
I know it's not a section view, but if you really needed one you could always make another plane 90° off from what you need to see and section from there. Hope it helps
