I've tried looking at tutorials, but the problem is it seems the rib feature only works if it is extending down to a solid body? Is there a way to use the rib feature to add it to this?
Also, I've managed to create the file using boss extrudes and cut extrudes, but it feels like a really bad work around. I'm looking for a way to do it using the rib feature, as that is what we are going over in class. I'm not looking for someone to do my homework, but I have no idea how to do the rib feature for this part.
I've attached a screenshot of how I am trying to get the rib.

It seems like the rib feature may not be the best tool for this model. Yet if the point of this lesson is to use the rib feature, then please read up and experiment with the rib feature.
I hadn't used it before this and did not realize you could only choose one body for a rib feature which is why the attempt you made wouldn't work. You can't make a rib from one body to another.
Possibly you could make a connected body with the inner, outer, and just one leg then rib the other legs, but I didn't try it.
The SW Help file has some useful information on rib sketches.
What ribs...I don't see any ribs...I see a disk with a hole in the middle and 4 somewhat triangular cuts going thru the entire disk, one cut in each quadrant of the disk.
Are you being required to use the rib tool for this? Or are you just stuck thinking it must be the right tool to use when it obviously doesn't exactly work for this and thus obviously must not be intended for use in this situation?
There are almost always a multitude of ways to do any one thing. Don't let yourself get hung up and loose time trying to doing something one way. Stay open, stay flexible, stay adaptable. When something doesn't work, try something else.

If you need them as rib features, this is not the best way to do it. John Stoltzfus is correct that it's best is to just sketch fully and extrude.
Create an additional merging extrusion below the bottom edge that fills the gap underneath, make your ribs, fillet corners, then extrude a cut to enclose the merging extrusion you created below.
There's always a workaround if you insist on complicating things unnecessarily, which can be useful to know when revising something down the line instead of creating it simply in the first place.

Sounds like you need to check out some tutorials!
The easiest way for you to create the ribs is to draw and extrude the large circle with the hole in the center. Next create a cut extrude of one quarter. This can then be patterned around to create the other 3 'holes'.
