When attempting to add a circular pattern to a part, a noticeable distortion appears (see attached images).
Does anyone have any idea why? I'm new to SolidWorks so my process might be complete off with this part...

Look this over, I changed the way original extrude layout and then updated the features how I believe you are wanting the part to come out. Keep in mind that there are hundreds of ways to model every part and you have to pick the easiest one for you.
The reason this is showing up like that is because you are creating multiple bodies using the circular pattern of a body. I rearranged the feature tree to put the cut-extrude after all of this happening so that you can pattern just the extrude feature and the fillets. Then I had to recreate your mirror because it had lost all the bodies referenced before. Hope this helps.
One other option would be to add a combine feature to merge all of these bodies into one.

The problem with the solution you made is that the linking parts between the inner and outer circles/cylinders are no longer patterned. I am trying to fix that but so far all my attempts have not worked...
