Usually I copy a standard under a different name and I make
modification on that new standard. In 2007 and 2008 I can change
the description (General) that appears on toolbox for a part and
also I can use an alternate name for the part file. In 2009 I can't
make any chnages on description and can't change the name of the
file I use. I missing something or it's bug of 2009 sp0.0?

The 2009 Toolbox interface has been broken into several major sections outlined in such a way as to guide you through setting up the environment for your company.
The ability to copy a standard exists in the first section. Just click on "step 1" in the interface then select the standard you wish to copy from the tree on the left. On the "stage" to the right, you'll see all the folders that standard contains as well as a "Copy" icon (two folders) in the upper left. Just click it and specify a name. The new standard will be added to the tree.
To change the description and specify an alternate file name, you'll need to go to the second section. Use the tree or the icons on the stage to navigate to your fastener of choice. Select the "General" item from the Standard Properties list. To the right, you'll see the fields you want to edit.
