I know this is a long shot, but is there a way to decrement a revision without rolling back?
As far as I know you can only do a roll back.
But, have you tried creating a small loop in your workflow that would increment the revision level -1 instead of 1? Don't know if that would work but you could try it.

Expanding on what Stephen said, you need to be careful here. You can do it in the workflow (typically a special admin only transition) - just a thought, a better method would be to use Set Revision to set the value. With the part in the released state (or whatever the state is with the revision on it), check the part out, modify the revision on the data card, check it back in, then Modify > Set Revision (RMB and chose the option that allows you to set it to the card variable value). I would highly recommend you try this is a test environment first.
