If I renew my license from 2012, Do i get acces to SW 2016?

First question I have: If I renew my SW license, does that give me access to SW 2016?

 

This is in response to VAR reps informing our company that there is a penalty for each year that our license is back dated. Our logic has always been that if we ever do need to get subscription, we would buy a new license. Because what is the point of renewing our license if we have to stay with SW 2012? and how does it make sense that we wouldnt buy a new license and just install a previous version of SolidWorks?

 

I'm just wondering if someone has already had this problem, and what you decided to do.
