Restoring Files From Backup

We recently had a vault user delete some of his files only later to discover he still needed them. Our IT department recovered the files from the backup but they didn't recover directly to the vault but rather the files are in a folder on the network.

The files can be renamed, opened and checked in again, but I think the other files in the folder indicate they contain information about properties, whereused, etc. that might not go along with it. (see attached screenshot)

The question is, did the IT people follow the proper restore procedure? Shouldn't the restore have gone directly into the vault? As the vault admin on the user side, is there a way I can check in with all the info?
