i export a file in solidworks as a DWG, i can open the file in solidworks as a DWG and can see it fine. If i take the same file and open it in e-Drawings the part is black and i can not see any of the 2-D lines (solidworks 2016)

i can open it in draftsight and it looks like it does in solidworks. Does draftsight have a free version like E-Drawings. i don't understand why it doesn't work in E-drawings. It comes with the seat of solidworks
I use the free version of Draftsight for all my .dwg viewing.
It opens faster then e-drawings and I can edit something or add dimensions if I want to.
We use ordinate dimensions 99% of the time, but when I am inspecting something or verifying distances (or similar) it is easy to pop in a few linear dimensions so I don't have to calculate the distances. I also find this useful to show key feature distances to someone without disturbing the ordinate dimension the machinist is using.
I almost never use e-drawing on my PC - because I have SW to view the part / assembly. But it is great to show someone the parts or drawings on a tablet ...
Check if you have the current version of e-drawings, maybe something isn't getting through if the drawing is new and the e-drawings is old.
Make sure this option is not checked.
