I add two pullys into the mating "belt/pully mating", the pully can move, but the belt can not move.Why?
it not possible in solidworks the pulley will turn as affected by belt but the belt will not move, not unlike chain that you use trick so that it will move like a real chain since it has link so degrees of freedom can be apply while the belt is one part it does not have a link to have degrees of freedoom.

What the belt/chain feature does is coupling the orientation of the two pulleys with a certain transmission ratio. It's purely mathematical.Therefore there is no need for a moving belt.
I truly wouldn't know how to model a moving belt. Starting with a sketch containing a path would be my best guess. A point that is mated to that path could move freely, so you might want to mate a point on a part to that path. That will give you the impression of a moving belt.
