I have i7 procesor, 8 cores, but when SW is working with big assemblies only 13% of cpu is used. Is this ok?

yes, it is correct.
SW can use only one core, so 100/8=12.5%.
Only Simulation and Rendering can use multitasking, and so use more than one core.
that is not true for SW2016 and I'm guessing next versions of SW.
If all your files (parts/assemblies) are set to the same image quality then SW can use all cores to load it.
Any links to reviews, reports, stats or other proof you can find that demonstrate your statement as factual and that shows that multiple cores actual make a difference for anything else then simulation or rendering ?

Also I do recall that SW uses multiple cores in the drawings, each core ise used to regenerate separate view on the sheet.
