The way I have done this in the past:
Open a file, go to Options/Document properties. Go thru each area and setup all of your standards.
When complete, test.
Go back to Options/Document properties, select Drafting Standard at top of Document properties list.
Select right-side of window "Save to External File...".
I do the same on each file before I work on it, but click on "Load From External File..." each time.
I'm not sure if there is a way to auto update all files within PDM with the file.
It is exactly what I am doing at the time of any files you open every time.
But it's a task too long. I'm interested in a " batch " that loads this standard in all files without having to open each time SW and load the file manually.
I wrote a SW macro that sets our standard we run out of Design Checker. You can write your own macro then use Task Scheduler to run the macro in batch. Here is the basics of the SW Macro code.

try using a "Load Drafting Standard" from #TASK for loading drafting standards.
It allows to load [*.sldstd] template to all you drawings in batch mode.
If needed to work with your files in ePDM vault then all processed drawings need to be checked out.
