How can I rotate the text on the dimension in the first image (E MAJOR) ?
i found a file (second image)
It looks like it's possible, because someone was able to accomplish it in the second image..

I am working with SW2015, so I can't promise that it is the same for 2016. However, it looks like you may have "Custom Text Position" selected. The default is to always place the text so that it reads upright (like in your second picture), so I'm not sure how your drawing would have gotten this way without you knowing about it.
Highlight the dimension, then click on the "Leaders" tab on the left of your screen. There's an option for "Custom Text Position" which if checked gives you three options for text placement. It looks like the third option is selected in your first photo.
These two pictures are pretty much what you're looking at.
Just speculating, but I think the angle value will let you rotate the text

Oh, forgot to mention to Steve,
The angle that you're seeing is for a line placement. Looks like in the second picture a line may have been manually drawn in since the top of that menu says "Line Properties". I know that I have had to do this a couple of times when SolidWorks isn't able to quite grab the point I want with Smart Dimension. Of course, I prefer snapping in points in this case instead of lines.
Yeah, I looked at it all again and was just being a smart ass - the second image posted had it in there. Custom Text Position is spot on.
