Yes we can convert DXF or DWG into a drawing or to a sketch in a part, we can also read different layers applied in autocad and choose to import, this is a good way of bringing drawing borders over.
In addition to this if you are working with very large DWG, DXFs we can set the origin point to somewhere more suitable rather than the standard origin defined in the previous drawing.

Yes you can, by going file/open as AutoCad. It helps to set your X, Y, Z, point to 0,0,0 before opening in SolidWorks. This will bring the drawing in to the point of origin. If you need to parametrically change the floor plan there is considerable work required depending on the size of the drawing "If" you bring it into the part option as each line will not have any constraints and you will need to constrain every line with relationships and dimensions.
There is a good chance that the answer is "yes" but it is hard to verify without more info. There are several methods that may work (some better, some worse) but your initial question is too vague to guarantee success.
